I can't answer your questions regarding what you would get for around £20K, but I can say that we drove a 2.0D X3 facelift car when we nearly bought a 3.0SD. In the end we bought an X5 but the X3 was very impressive and much better than we had read in the press.

Got one for the wife - 3.0si Sport with the M body kit. Very impressive in terms of handling and power. It is true what they say regarding the 'harsh' ride but coming out of an M3 and a Z4M that doesn't bother me. BTW you cannot get an automatic on the 2.0 version. 2.5 and up.

I have run one as a lease car for the last 2 years and would highly recommend one.
Look into leasing though - mine had a list price of £29.5k and 2 years later has a trade in value of £18k, yet the lease has only cost me £300+VAT a month so I have saved £4k by doing contract hire.
Not quite the same when buying used, but it might mean a new one is worth a look.
