Key Fob not working

I bought a BMW Z3 a month ago and the Key Fob does not work. I can open the car using the key but not remotely. It is the three button key fob (late '99 model). When I press the buttons the red light comes on however nothing happens to the car. I am assuming that there is battery in the key fob as the light comes on, it is just that it needs re-programming???? Does anyone know how to do this without going to the dealer/garage?
