318i Coupe problem

My brother has a 2004 318i E46 coupe with a really annoying problem that two dealers have tried to resolve without success.
The problem occurs when you pull away from rest at low revs in first and also when changing into second at fairly low revs; the engine hesitates before picking up cleanly. This happens if you are doing less than 1500 rpm when you change into second.
The first dealer did nothing to improve the situation but the second one updated the ECU programming to the latest version. This improved the situation but the problemis still there.
Reviews of the latest cars using the same 2 litre valvetronic engine all comment on the smoothness of the unit, so what's the problem?
Has anyone else come across this problem and more importantly found a solution please?
