Mini First door handle

My 59 plate mini first door will not open from the outside. I am assuming the cable clamp on the handle is broken. Can you change this from the outside by removing the handle or does the door furniture need removing from the inside? I have mostly removed the inside door furniture but there is an aluminium bar at the top holding the door card on. Does this come out too?
