E70 X5 electronic parking brake failure.

I have a 09 X5 and i purchased it with the parking brake light on and the error message on the i-drive.
I purchased a new actuator assembly (complete with the cables that go to the parking brake shoes).
I also noticed the switch on the centre console was broken so i purchased a new one of those too.
Followed the following procedure:
Removed old actuator/assembly.
Fitted new actuator/assembly.
Adjusted parking brake shoes.
Performed parking brake reset (Hold brake pedal and press parking brake button down for 5 seconds and then pull up the button for 5 seconds.
Re-adjust parking brake shoes.
However, nothing at all has changed - I still get the warning on the i-drive, the yellow light is still on the dash and no matter what I do the switch on the centre console doesn't seem to activate anything (no whirring noises or the sound of anything trying to engage or disengage).
before i started the repair i was under the impression that the new actuator would need to be coded to the car and i posted about the best way to get the car coded remotely if I wasn't able to visit a main dealer BUT the person who told me the procedure to follow was adamant that no coding is required.
Anyone had a similar problem? How did you rectify it, and did it need coding?
