throwing star wheels

Can anyone tell me how these things are constructed, they appear to be made of covers and things. Mine need refurbishing and I'm beginning to think it aint gonna be so simple

Then you just disassemble them as shown and send of the wheel itself - if the plastic bits need refurbishing then hot, soapy water is the easiest option, otherwise it will involve light sanding and repainting.
