Well, no it's not 117MPH on the speedo as that runs in KMH still. The speedo stops at 180KMH but the SatNav reads that as 117MPH.If you understood how the ECU gets its signal, then all would be clear.

Depends on the car and sophistication of the system. my intended point is that the OP has not mentioned the car/model/make/year.On an early Impreza for example the ECU would report a fault, if you disconnected the cable.
Most mechanical speedo cars with a sophisticated management system have a ecu link that comes from the back of the speedo, to give the ecu the speed signal.*
Other less sophisicated systems that do not need a speed signal, will have a mechanical solution to the cut out, which will probaly work as you have suggested.
Cars with an electrical speedo imput, like later imprezas dont have a speedo 'cable', but have a wire from the gearbox, which you can only disconnect if you have an aftermarket ecu that does not need the speed input.

the turbo one is only limited by gearing, but the speedo still pegs itself at an indicated 180km/h while the car keeps accelerating.
