Looks like the kind of spot where water will collect & POSSIBLY remain under the black plasric runner. Also that rust spot looks pretty *deep* & well developed, like it's been there for some time, also it's got behind/under the surrounding paintwork. Try working the area firmly with your thumbs all along that ridge to see if there's much give in it.

My Mum's k-reg Vauxhall Cavalier looks like that...
If I was you I'd walk away. I've never seen a rust repair last more than a couple of years once it gets to that stage.
It probably started as a deep scratch in the paint from someones' shoe but if left untended they soon grow. That is right on the bend in the metal as well. It'd be a hard job to do it right IMO.
