Why did they never make an Evo version of that?

It's technically not a Lancer it's a Mirage/Colt with a boot, called an Asti in Japan.
It's the CE model so keep in mind any 4G63 motor should be from an Evo 4 or onwards as this is when they switched the direction of the motor (from east/west to west/east)

The body kit and spoiler you have is standard mitsu spec, except the sideskirts.

The 1500 SOHC is fairly crap, there is a large 1800cc SOHC version of the same engine (same as Proton Satria GTi) but it's not much better. What you want is the 4G92G 1.6L MIVEC motor, 129kW very similar to the old 1.6L Civic Type R. It's standard fit in that model in Japan so should be the easiest transplant to fit.

Other options are the 4G93 1.8L (sometimes 2.0L) SOHC/DOHC (also available with turbo) as found in some old Hyundais and Lancer GSRs. The 4G61 was found in some earlier Lancer GSR/Cyborg R's and is a 1.6L DOHC Turbo. With some more effort the 4G63 VR4/Evo motor will fit. If your feeling particularly mental you can even put the AWD drivetrain underneath as well, though that's a lot of effort.

It may even be possible to fit the 6A12 FTO V6 but I doubt it would be worth the effort unless you just wanted be be different. This motor also comes in 6A12G MIVEC for FTO and Twin Turbo for Galant VR4 (to 96 when the 2.5L 6A13 Twin Turbo took over for later Galant VR4s)

Here's one with a 4G63 in it

Amusing to see it described as a sleeper(!) by those chaps, sticks out like the proverbial sore thumb I would think.

Also look to tidy up the bodykit on this lancer..as well as the alloys...

I have been in Daves Lancer, and its nice. All tight with no rattles or squeaks.

He is thinking of changing the wheel size up a little.
Would 18" fit under if he goes for say 35 profile keeping the same rolling radii?
Can we confirm they are 4x100 PCD ET35?

Steering wheels - I have found an FTO wheel, and nearly bought him it as a prezzie, as it was only £15, but will it fit?

Lastly - I keep finding him looking at fog lights for the front every time I turn and look at his screen at work. There seems to be the profile to fit them, so can a standard part be purchased and installed?

I don't think 18s will fit without some rolling of the arches, but there are definately some around that have them such as this one.
www.carsales.com.au/pls/carsales/!cs_content.private_vehicle?vehicle_id=2843479&current_rec=4&used_rec=832&total_rec=517&sort_type=&total_rec=517&sort_type=&make_id=3&model_id=1

The PCD is 4x100 not sure of the offset. No idea if the FTO wheel will fit.

Fog lights were standard on some models so should be a factory fit, maybe try keeping a lookout on ebay.
