Your best bet (apols. if you've already done it) would be to join up to the Lancer Register - www.lancerregister.com
Just had a look and there is a buying guide for the Evo III and there's plenty of past and present owners of the III, most of whom will be more than than willing to answer any questions
There's also a for sale section (with a few IIIs at the mo), which is much safer bet than the Autotrader roulette when it comes to these cars.....
Certainly was a huge help when I picked up my VI last year

I can answer the import question! Yes they are. Don't think Mitsubishi imported the Evo until it reached number 6.
As to running costs, old Evos cost pretty much the same as new Evos in terms of fuel, tyres etc. New ones will cost you more in depreciation. Old ones will cost you more in mechanical breakdowns/replacements.
