What does this switch do?

I am not a mechanic and not very knowledgeable on this sort of thing. But my guess is it’s a way of adjusting the engine thermostat so that the heater matrix works better at lower engine temperatures. Typically older cars need the engine to warm up before the heater works well, this might help warm the heater before engine temperature switches the thermostat to direct heated coolant to the matrix
One would expect the previous owner of this car to be at least 78 years old, and he would probably want to warm the car up before he collects his mother to take her for a doctors check-up
