Vtec is just Honda's terminology for variable valve timing .
Variable valve timing (VVT) is nothing special really, used in lots of cars. My old Astra SRI had VVT.
Type R is the Honda sub brand in which all their performance models sit. Crossover between cams (controlled by VVT) tends to be much more than non Type R variants. Type R models also tend to have their whole 'package' tailored more towards performance. Short ratio boxes, engine tuned for more power output, suspension tweaks, often an LSD, and so on…
I presume you're talking about the UK Accord (CH1) shape? That's the only Accord Type R we got in the UK market. The 7th generation Accord that followed never got a Type R model, it got a Euro R model which is effectively a Type R, but was only sold in Japan.
