How to get Japanese Import Exhaust Emission Information?ULEZ

Hi,
Going round in circles trying to get the Exhaust Emission information for a Japanese Import 2003 BMW 530i, which was registered in the UK earlier this month. On the V5C it is listen as Private/Light Goods (PLG) as the taxation class but does not state the Exhaust Emission information in Section V in the V5C. I need this to ensure the car is not eligible for charges as part of ULEZ.
Contacting TFL: They can only go by their ULEZ Checker, and as the vehicle only just got registered they cant check via registration plate. They asked me to contact DVLA to get guidance.
Contacting DVLA: They can only go by whats in the V5C document and as nothing is listen they said contact BMW.
Contacting BMW: They can't check the details via registration or VIN apparently because this is a Japanese Import and nothing comes up on the system. I'm having trouble getting in contact with BMW Japan.
Any thoughts on how else to get this emission information (CO,HC,NOX)?

Thanks, unfortunately the COC does not display the emission figures.
Getting a hold of BMW Japan is going to be a job in itself but seems like the only way to get the emission information. BMW UK and BMW GERMANY were unable to help at all.

The CoC is a European document, meaning it comes with cars for European markets. A Japan country version BMW will not have a COC. Guess this is an issue facing all jap import owners, importers and dealers. ...and not just a London thing as theses ulez type standards will no doubt be imposed in other Uk cities over time.

Having the same problem with my 2005 BMW 760Li.
Should be exempt...

Contacted BMW Japan who offered a production certificate for £400 fee but contains no emissions data.
Therefore, to me the only way that I could get data is to go to BMW Germany and ask them to verify that the car has the same emissions as a Euro delivered 2005 car.
If anyone had any other suggestions I would be grateful.

Is part of the problem that a Japanese market specification won't have been subjected to the test for the European market and therefore the data won't be available.
You can look at what you know and say "well it should be the same" but, even if they are identical in terms of induction / ignition / exhaust systems, it hasn't been tested and so how can they be certain. Doubtful that anyone at a manufacturer would be motivated to devote much time to investigating unfortunately.

To apply a penalty charge for non-compliance (i.e. not paying the ULEZ) TfL will be determining elegibility by what's on the V5C. If it can't be changed I suspect you might be screwed.Should be exempt...

If you do manage to get emissions data from BMW you'll have to apply for a specific exemption: Whether TfL will grant it though is something else.
The ULEZ is going to be massively expanded (to within the North/South Circular Roads) in a little over 2 years time. Fortunately I have very little reason to ever go there.

So my only other option is Class R, IVA test, which requires from the manufacturer, evidence of compliance/certificate of conformity to ECE regs, including noise, emissions, seat belts ,front and side impact.
Now I think I can get this info from Nissan, however is it again chassis specific or model specific? If the latter I'll attempt to do it, if not I won't bother. I guess I am hoping to get all the relevant info before importing a car. I will probably end up creating a model report.

To the best of my knowledge, to qualify for ULEZ charge exemption a petrol car must either be first registered on or after 1 Jan 2006, or it must be registered as Euro 4 or better on the registration document. So Japanese imports dating from 2005 or earlier have to pay, I've not heard of anyone finding a way around that. Concrete proof to the contrary welcome!

Anyway to answer your question - as far as I am aware there is no mechanism within VOSA to accept a CoC without a TDN, even if you have managed to get the chassis specific TDN via another means - i.e. official documentation from Nissan.
In my case and due to my contacts I was able to speak to the UK homologation engineer who used his contact in Japan to get a chassis specific TDN ( type designation number) however this would be separate to the CofC and export document, and so I was unwilling to take a 12k risk on importing a car without the required TDN in the correct places. So unfortunately I think it would be very difficult to import the car until it is 10 years old. Although IIRC the 1.2 Note does have the required TDN on the CofC. However I suspect you want the 1.6. This is the problem with post production modified cars from Japan, and I think its not just NISMO but also AUTECH and STI and Spoon.
If you have detailed knowledge of the VOSA IVA process and know how to use a separately supplied TDN then I am all ears as I can still get the info needed, but there's no point if beaurocracy in the UK gets in the way.
Model reports are very expensive, circa £300k.

I have a Nissan Serena Ryder which I purchased of an auction site in the last few months. Its a 2013 and i have applied for an IVA, however the export certificate is missing the TDN number. Any chance you can advise how I can get a TDN?
I need either the TDN or the following information:

Anyway you are going to struggle, until the car is 10 years old.
In the meantime, you would have to ask the homologation engineer at Nissan ( there is one - may be find him on linked in ) and ask him if he can help you with the answers to your questions, or the data you need. However before you do that you would also need to contact VOSA about the IVA process and ask them to confirm what they actually require to prove homologation of your car. Is it an email from Nissan GB, is it the TDN retrospectively applied to the C of C? can yo even do that, is it the TDN applied to the export doc. As far as I am aware there is no official process that you could use to allow you to retrospectively apply the TDN. This is only a Nissan specific problem as most other manufacturers will provide you with the relevant information.

I bought car of a auction site. It was imported by the previous owner. I have managed to find a TDN number in an online article that is for a chassis code that matches mine. Any ideas if the TDN is different for every vehicle or generally the same for each vehicle with the same beginning chassis code. In this case C26. Anyway you are going to struggle, until the car is 10 years old.
