Recent import from Japan (NOVA stuff)

Hello all,
Has anyone who is non-VAT registered recently imported a car from Japan ? I would be grateful if someone could provide some pointers with regards to registration. In the good old days, you paid your duty and VAT and waited for your C&E386 but it appears this has now been deprecated.
I can register for NOVA but since I'm not VAT registered it won't allow me to enter details for an import from outside the EU. Is there a way around this ? I seem to get a different answer everytime I ring the HMCE for clarification.
