the air intakes are situated to the sides of the upper grille, so if a large amount of water enters it can get into the engine, rare but possible, more likely the starter has had a good soaking and this would be the issue,
firstly does it attempt to start, or does it fail to turn over, was the engine running and cut out, on trying to start does it just make a loud clunk, or does it turn over fast and not start, if you need prices i can get them for you i would not be to concerned yet, if the car is damaged by flood water talk to your insurance company in most cases this is covered,
