Rear valance removal - V8V

The central grille element that runs between the base of the rear bumper and the silver/grey valance on my V8V appears to be slightly displaced. I want to remove the rear valance so that I can reinstate the grille into what I imagine is it's correct location
It looks easy, just 4 alan headed bolts and nuts - but I can't get the bolts to budge! Is there something I'm missing?
