Buy it, sue him for false advertising if he asks for a penny over the price on that ad.

You can't - it's not an "offer" in law but an "invitation to treat" such that he can reject your offer:

From a law website...
A simple statement of the price of goods or land will not constitute an offer.
This can be shown from the facts in HARVEY v FACEY [1893] AC 552 PC.
Harvey telegraphs Facey: 'Will you sell me Bumper Hall Pen? Telegraph
lowest cash price.' Facey replies by telegram: 'Lowest cash price
for Bumper Hall Pen, £900.' Harvey sent a second telegram: 'We
agree to buy Bumper Hall Pen at £900 asked by you.' It was held that
Facey's telegram was not an offer but merely a statement of the
price.
