DB9/DBS (2010) Steering very heavy up to 5/10 mph!

As per title, any ideas what is causing this, I have checked all the fluids and all is fine with no leaks etc.
I was not too sure as I thought this maybe a trait of the car, but I drove a 2010 DBS at a main dealer today to confirm, and the steering was much lighter and drove as expected.
It is only below 5/10 mph that the steering is very heavy and feels almost probably twice as heavy as the car I drove today at the main dealer.
Once up to speed above 10mph or so the car (2010 DBS Volante) seems to drive fine.
Any thoughts or advice appreciated, thanks..

What is the belt tension is like? Could also be a lazy pump? Were there any bubbles in the fluid while the car running?
Belt could be slipping maybe and not pumping the fluid through thus steering sluggish on low revs once get going obviously steering tends to be lighter anyway but also the pump is spinning faster
