I have an issue with the fuel cap door that started to show signs of rust:

I found a body shop that would fix it but I need to unmount it, I thought removing the 3 screws holding it in place would be a few minute job but when I remove the bolts I cannot still pull the whole thing out since it touches this:

and I was not able, even by moving it around ,to get it out, so I am wondering is the right course of action to remove this piece as well? or is there a better way?

where is the rust? On the internal fuel nozzle plate or on the actual flat itself which is painted?

if its just on the internal pieces I would paint the affected area in Hammerite Kurust and once it cures maybe put some clear coat over the top to stop it happening again quickly.

It's on the painted cover and the paint starts to peel off, so I need to unmount the whole thing and get it treated and resprayed, however I was not able to unmount it because the arm is quite long and it gets stuck there so my idea is to also remove the internal petrol filler (as in the second picture) - seems that it could be rotated by hand to remove it?
