Heater always on?

Guys,
Bit of a strange one however is the heater always meant to be on in some shape or form? Recently the cabin has been getting very hot and it wasn't until last night that I figured out the vents in the footwells were blowing out hot air - even though I have the dash controls set to off>window>cold...
Any ideas? V8V 06.
Funny bit is if I turn the fans on then off again it stops...then starts again after a couple of seconds... It's not blowing strong at all however strong enough to heat the cabin up after a decent drive with the windows up. I've switched it to off>dash>cold and closed the vents and this seems to have sorted it however I imagine this is not normal!
