No F1 car ever goes out with enough fuel to finish the race at the fastest setting on the engine.
So to answer your question, yes. I wouldn't want to be carrying around a few extra laps worth of fuel that might be costing 0.1 - 0.2 seconds per lap unnecessarily. Could be the difference between first and second.

Nope you run in qualifying with the minimum fuel possible (outlap, fast lap, inlap), hence why they are so much quicker than race pace. They also don't refuel, so they predict what is going to be required for the race beforehand. Really they should have told Lewis before there was 10 laps left, so he would have had to make a less drastic change to his driving style or engine mapping.
