Had this happen last month, i have found that the latch get's clogged with grime and becomes stiff,also if a small amount of petrol spills in to the latch it will dry up the lube that is in the latch.
The way to get the cap open if the manual pull wont work is to remove the boot carpet and then remove the cable from the motor/manual pull leaver and use some grips on the end of the cable with a little more force to open the cap, once open remove the latch/cable and give a good dosing of silicone spray and work it in to the latch/cable, Once done keep lubed ever couple of months and you should be fine.
It sounds like a long way round but it takes about 20 mins to do and also avoids sticking things in between the fuel flap and body possibly damaging the paint.
