Have a couple of bubbles in the paintwork on the T350T.

One on the nearside edge of the bonnet (can't be seen normally and one on the very upper surface of the passenger door, adjacent to the side widow.

Neither have split.

Any quickfix advice. Can they be scalpelled and resined down maybe?

It sounds like water or oil under the paint so that the paint has lost adhesion. It might disappear as the weather changes or you could test a permanent solution by bursting one with a pin or needle and sealing it. I would leave it alone as you typically have to remove the blister and refinish

was the car or the bubbling area ever re-spayed? if yes, the pre-sprayjob preparation wasnt done well.

Are the bubbles new? I have three on my car that have been there for years, only one has ever been noticed by anyone else (and only mentioned to me once). They don't seem to have grown or burst so I have not attacked them with pins, scalpels or any sharp instruments.
