Replacing the ignition key barrel

Could someone please point me in the right direct as I need to replace my Sag's ignition barrel. The key was jammed in the run position..I managed finally to remove the key but it seems the barrel internals have collapsed and I can't turn the key without considerable force.
New ones available...but I can't see how to remove the barrel from the steering column. It's not obvious how to access the TVR engineered case (aka the rusty box ) that houses the barrel. My nose says grind off the domed bolt..but there is only one of these .. as per pic
