I've heard a few people talk about doing this on older car, especially for winter season, but is this required on the newer models ?

Depends how long you plan to keep the car Also, the newer models appear to have slightly better coating on the chassis than older models. Personally, I wouldn't bother unless the chassis starts to show signs of ageing (I know prevention is better, but like i said - how long are you keeping the car?).

Is there a weight penalty for having this done? I imagine there would be for filling the chassis tubes with gunk.

I had my Tuscan chassis waxoiled during the PDI & 4 years later the paint on the chassis still looks brand new under the waxey coating.

IMO a good investment; I've always had it done every few years on cars I've owned, old & new. At sale time, buyers have always noticed how free of surface rust they are than others they've seen - even by 3yrs old.
