Personally, I'd try to refurbish them.
When I had my Monaro repainted, I had the arms resprayed and they look literally as new.
Couldn't you get them powder coated?

I have a "universal" windscreen wiper removal tool, but surprise surprise it doesn't fit VXR8 wiper arms haha.
I usually end up putting the nut back on the spindle (not tight, just to cover the threads), use my fingers to pull up on the wiper arm and gently tap the nut with a hammer a couple of times to break the wiper arm loose.

I think that they are dissimilar metals ! When dissimilar metals get wet you get electrolysis which corrodes the metal and causes them to bind. I get this all the time at work and frequently have to get nuts and bolts very hot to try and get them to come apart, boiling water might do the trick.
