Maybe this will inadvertently answer both questions...
Monaro wise, there is no simple software way of turning off the beep. You can take the buzzer off the PCB (I've done this, BZ1 I think it's labelled as ) but naturally that removes all the annoying beeps and such, like when you change display on the screens and so on. Doesn't interfere with the reverse beeper fortunately.
As for the VXR8, maybe the buzzer has failed? the dash cluster will come out easily I imagine and you can probably get it apart to look at the buzzer, if it looks fried that might be your answer (I'm assuming it hasn't changed much from VZ to VE, but it probably has)

yes it is the speaker on the back of the dash, but apparently, messing with it can cause immobiliser/ alarm issues.
I'd be surprised if the dash buzzer is related to the alarm, worst case take it off, measure resistance and solder on a resistor roughly the same as the buzzer? Has had no ill effects on my Monaro and I did it about 7 years ago when I did the interior lighting

That's impressive if so, can't see how the presence of the dash buzzer would be some sort of indicator of tampering compared to, I don't know, storing the mileage in the BCM module as well as the dash and comparing the values... I suppose it's feasible they made it better than the VZ equivalent at least, you don't even need the dash in to drive the pre-VE stuff, so no mileage recorded, maybe they 'fixed' that for the VE, although feels a bit like yank scare-mongering.
I couldn't find any info after a quick search on Just Commodores, just people trying to remove the buzzing from older stuff because the cars had ABS / handbrake fault messages etc. and they wanted it to stop beeping

If you mean the shift light/beep, then google a bit of software called "VZClustermod". It's command-line based but gives you all sorts of options including resetting the airbag warning, turning the shift alert on/off, changing the manufacturer logo from Vauxhall to Holden/HSV etc...P.s sorry to hijack the OP’s post!
You do need the appropriate OBD2 - USB cable to make it work of course.
