oily sparkplugs

My car (renault clio williams) wont start, and after sparkplug removal I have found two covered in oil, this looks expensive! Anyone know what might have happened. Thanx for any replies

Valve stem oil seals perhaps?

Is it oil? Or are they fuel fouled?

If theyre fuel fouled this suggests an ignition fault.
Oil fouled suggests oil control rings and /or compression rings.
