Starting Problem - CVH Weber Carb

Hi,
When I start my Morgan from cold it takes about 5-10 seconds of turning the key to start.
It has a Ford XR2 Engine and a weber carb.
It has a manaul choke, which is pulled out to aid starting.
Do you know what would cause this starting problem.
Would a electric fuel pump help?
