Timing up an engine

Generally speaking, do you set the top end to TDC after compression or TDC after exhaust? I'm doing a head gasket without the manual and theres two timing marks on the cam pulley, 180 degrees apart, which correspind to the two TDC's... ones a blob of paint and ones an embossed arrow if that makes a difference. The embossed arrow lines up roughly at exhaust valve closing. Renault K7M engine. Just changed the HG, Tried to do it without moving the timing at all, failed miserably. Help!

TDC on the compression stroke is usual (ie all valves for no.1 cyl closed).

Nice one, ignored the arrow and set it to TDC on compression and it fired straight up. Thanks!
