Giving the benefit of the doubt and assuming this is a serious question rather than a wind up (you're a couple of weeks too late for April Fool's day!):

The Reliant engine is a (relatively) huge 850cc. No, realistically you couldn't restrict one to 50cc (there are ways of reducing the capacity of an engine by sleeving the cylinder bores or fitting a short throw crankshaft, but they are expensive and couldn't achieve the sort of reduction you require). It wouldn't even be realistic to remove 3 of the Reliant's 4 cylinders, then reduce the remaining cylinder to 50cc.

...even if you could, you wouldn't want to. A 50cc engine would be barely capable of moving something as heavy as a Reliant!

I'm afraid there's nothing you can do these days that will allow you to drive a restricted car, In the past you were obliged to block off reverse gear on a three wheeler if you wanted to drive one, this was then treated as a motorcycle and sidecar and 16 year olds were ok to drive, even reliants with 850cc engines

the rules today are [ if you are 16 years old, provisional catagory B entitlement ( motorcar ) will be shown on your licence but will be valid only from your 17th birthday ( age 16 if you receive disability living allowance ( mobility component ) at the higher rate )

thats from DVLA booklet
