Do I do a girdle in 12mm high grade steel, or is it better to go for a 20mm Alu? pt

Steel is always best but doesn't need to be as thick. I've used 10mm duralloy before with no issues. The fiddly bit was making all the individual appx .400" spacers between the caps and girdle underside. To do the job properly I had to torque the caps down using the stock bolts, then take the measurement from cap to girdle and then machine all the spacers to suit the caps. I added a couple of extra thou to each spacer.

If using steel you could go to 5mm thickness.

For such a long peice I'd reccommend using ally as the rate of expansion will match that of the block and on a long steel part it can easily be up to a 1mm difference in length at 100°C. Alternativly use steel but allow some clearance to the mounting bolts / studs to let it move at temperature
