It's a very common policy. You may struggle to find anybody reputable who will fit customer supplied parts.
If it's the wrong part or not of sufficient quality, who's going to pay for the ramp time while you sort it out?
If there is a problem subsequently, what's the risk to them that you're going to blame them for the problem?
It's all hassle and risk.
If you're determined to go ahead, your best bet would be to find a back street garage who will throw it on for you.
ETA It's almost always better to have the garage supply and fit the parts so everyone knows where they stand.

The garage that identified the leak said they could not get a new one from their suppliers.
So I found one on eBay, brand new and now they say they won't fit it.
