Peugeot 207 1.6 16v vti problems.

Back again with another problem car i have been asked to try and fix for a family member.
Pug 207 1.6 vti 120bhp. 2008. 70k miles
Chain engine with no proof of it being changed
Car is starting and driving but is in "limp home mode" actually worse than that as it bairly goes 30mph. No signs or feeling of a missfire.
Eml light is on dash though.
A quick code read pulls up p1015 and p1015.
Both seem to point to a problem with the variable valve timing side of things. Looking at the car the 2 solinoids on the timing side look new (well not as dirty) as the rest of engine bay.
But looking at the gearbox side at the back of the head. The vvt actuator or exentric shaft actuator (ESA) or whatever its called looks age apropriate for the engine.
I have had a google and the ESA connects to the cam shafts to work the vvt side of things.
I am 2.7v to the ESA as google says i should.
I was just woundering if anyone has come across this before.
