Know the purpose of the rubber and metal piece in water pump

Hello everyone.
I would like to know what for the rubber in the pictures and the piece of metal to fix the rubber.

What is the purpose of this rubber and piece of metal ?
Two versions. One with a hole and other without the hole
I can't post images or links so is more difficult to express. But I will wait 14 days is not solved by other means.

Possibly just a safety buffer from the belt touching the aluminium behind it ?

Looks like the belt could be quite close in the 2nd photo

Is there any reason not to fit it ?

I think it may interfere with the belt.
For vibrations that rubber may fell and go against the belt.
But perhaps is a matter of knowing how the cover goes over the area and difficult that.

If the belt contact the rubber there will be a problem. .....
