So you expected it to fail ?
Why not get the car looked at and repaired before the MOT ? Seems a foolhardy approach to run the car with known problems and faults and not maintain it ?
And what does the 18,000 miles refer to ? Was this part replaced 18k ago ?

Failures in the flexi pipe are quite common, so howcome you were confident it wouldn't fix the issue? Or did you/he know it was fine and he didn't replace the flexi but rather the coupling downstream of it? i brought the car to another garden and asked them to thoroughly check the exhaust system . they found a 2 inch crack in the frofnt flexible pipe at the hanger behind the subframe. i would have expected to get more than 18000 miles before this would this would happen . unfortunately this has led to a short life for the catalytic converter . what's your take.
Is it the short life you are wondering about, or do you suspect the original mechanic broke it whilst doing his repairs further (albeit not much further) downstream? A photo might help indicate the nature, and thereby cause, of the failure.What is the relevance to the cat? Even if a combined downpipe/cat/flexi you can normally replace (by cutting out and rewelding/reclamping) a replacement flexi section without the expense of replacing the cat too.

Multiple parts replaced over time, likely cheap poor quality replacements, not all at the same time. Parts will fail at different times, perhaps mounting issues leading to them having issues sooner etc etc etc
Replace the exhaust in its entirety with new OEM parts, including all hangers etc, and perhaps engine mounts. And then you can be fairly sure it will last a very long time.
But when doing things piece by piece, like drip feeding information, it will never go so well.
If you think vandals were the problem, don't take the car to vandals.
