M57 High pressure pump flow through

The issue i have is that the i have no flow restriction an the high pressure pump.
when i turn the ignition on the inline electric pump runs and pumps diesel up to the engine through the pump and back though the return line to the tank as a continuous flow the pressure doesn't build for the pump to turn off.
as a result the engine cranks but will not fire as if air at the pump or system.
if i restrict the flow after the electric pump the pressure builds and the electric pump turns off as it should.
Would air at the pump allow a flow though it and prevent the supply pressure building? if so how do i bleed it out ?
if not what else could be at fault ?
