Multijet 1.3d - Smoke at IDLE & starting issues, Ideas?

Just picked up a 2014 Doblo 1.3d (100k miles) as spares/repairs with the intention of getting it up and working.
Only picked it up today so havent had a chance to tare into it yet, so just looking fir thoughts at this point.
Essentially its suffering from:
- Struggles to start, runs once fired if a little lumpy on idle.
- Smokes (blue/white) badly on IDLE and very low speed, no smoke at speed. This is when cold or fully hot, no difference. Doesn't appear to be using either coolant or oil. No warning lights on dash.
To me this sounds like either Glow plugs (wouldnt explain smoke), low compression, or maybe over-fuelling?
My instinct is to throw an engine at it. Would I be right in thinking it's the 199B4000 /Multijet II in this year?
