What specmetal for inter/chargecooler fabrication?

HS4 wouldn't be a bad choice at all, its a medium strength alloy that is classed as being "resistant to marine enviroment", it also work hardens so repeated heat cycles won't damage or weaken it. For any complicated extrusions you could also look at HE9.
Above assumes by fabrication you mean end tanks to weld to an existing core? Some IC Core design requires the grade of alloy to be chosen not only on its strength but also on its thermal mass and themral conduction.
