It can be tricky to get it done on a mill due to being an awkward shape

Had good results from taping down a length of sanding roll onto a flat table and rubbing it down. Youll remove a mm or so in ten mins, when the whole surface is abraded it should be flat enough.

Skmilar faster results from a bench belt sander too

Hope that helps

the mounting flanges can warp with heat - skimming makes all faces true again

Assuming what you meant, that would be my suggestion also.

Glass sheet is a good flat starter for the abrasive to be attached to.

A large belt sander can be a good option.

But sometimes machine shops will claim surfacing a manifold is a nightmare for them to do. Just some have more abilities than others. I guess depends how fussy they are about being able to hold the piece in whatever machine they have etc etc.

It could be an interesting topic, and many are doable by hand...if you have some tooling and unbelievable determination and patience ( I've done some flanges before years ago...never again would I do it by hand lol )
The "shaper" is an unusual tool for sure.
