He seems to be in reasonable control
And certainly has some good road sense - he is moving over to the inside lane prior to a left bend and moving well away from other vehicles.
Being on his phone was a bit silly though. Wonder how they were able to track the driver down, I'm assuming he shared it on his public profile.
