The vent coming out of the tunnel is for hot air only, suggest you close it in the summer otherwise it gets a bit betty. The vent that seems to dangle down from below the dash/steering wheel is for cold. The eye ball seems to be the only one that can do either on the drivers side. Trust that this helps.
I had a similar thing on my 1999 4.5 and it turned out that the driver's footwell vent didn't have a hose connected to it! The three way splitter above the driver's footwell even had a plug in the hole that the hose should have been connected to.
One length of hose, five minute's effort and I now get a cold right shin as well as a cold midriff!
