Cerbie Steering Problem

Noticed that my steering can become rather stiff (ooerr)whilst driving.We
thought is might be the joints but initially put it down to a roll bar issue
which we refitted.
Problem is that when starting to turn from straight (round a bend) it feels
as if steering sticks and then frees up again. Now I have treid it under
power and then with foot off the accelerator and it would appear to me that
it happens more under power than not. Is the power steering speed sensitive
andd if so is there a chance that the sensor for this could be knackered ??
Had the wheel balancing done too..but over 90 the car does not fell overly
comfortable - wheels are not buckled and are perfectly balanced so anyone
got any ideas...(it feels as if the wheels are well out of balance) - is
there a chance that this could be a steering rack issue both the stiffness
and the feeling of driving over cobbles when I am not ??
PS - Tuscan S discs going on shortly...

Had exactly the same thing go on mine, it appears that the fluid in the pump got contaminated, i.e.e the seals failed and they replaced the pump and seals and it worked perfectly.
I know what you mean it sticks at a certain turn and then you have to fight to get it to go any further.
