I think some of these are over kill, take for example use of the phone even if you are stuck in a traffic jam.

I think it would be dependent on the circumstances however if you are dead still in a line of traffic then what could go wrong?

The problem with a traffic jam exclusion is the massive grey are it creates for Mr Loophole and the like. You’ll probably find enforcement in an actual standstill jam is minimal.
