Fleet emissions - small cars

I watched a recent Harry's Garage video where he reported from the Geneva motor show.
I didn't completely follow his explanation, but he talked about upcoming European fleet emission laws where manufacturers will have to meet a CO2 target of 95g/km averaged across all cars they sell each year.
I think Harry said something about small cars being worse affected, and I think he also said something about cars like the VW Up being discontinued, and a new Fiat Panda being electric only.
I may have picked him up wrong, but is it likely that small cars like these will not be available to buy new? I'd have thought that they'd be less polluting than many larger cars, but it's obviously something I don't know anything about!
