You should get on to someone in the highways department. There is normally a website for complaints but its usually buried so deeply in the councils website that it is almost impossible to find, also it probably has a pinko name like 'perambulation inconsistencies and residents calm discussion forum'.
Just get hold of whoever you can and keep on at them until they give you a name or send you a cheque.

Two types of road are formed in the UK these are flexible and rigid. Flexible are asphalt and have a far greater mass in the subgrades, do not allow water under wearing course (Bit on top) and last for 12 years.
Rigid are cheaper (concrete) have smaller sub grades and allow water to migrate under the wearing course accelerating deterioration. While they are cheaper they are nosier with traffic, create dust, increase stopping distances and they have a life expectancy of 8 years. I ruined a wheel on London Borough of Brent roads and had a real fight to the money. Their defence was that the road was within its life expectancy and the crater had not been reported. If it has been reported then you have a strong case for moneys due. The onus is therefore on Joe public to tell the highways the state of the roads so they can repair them. Good luck on your claim, you are dealing with Civil Servants who like system of paperwork.
The pitbull
Money is 'saved' in Shropshire by only gravel and taring roads (21st century), and only doing this when the is more pot-hole than Tarmac. This is of course excluding the New Town of Telford where money is to be spent (only really relative to rest of district, Yes Telford and Wrekin District).
Also 'saved' money by selling most of the Counties gritters in Autumn a few years back, so they now only grit the roads when there is proven to be ice on the surface and regular buses. Where I live at the moment (Beds, Bucks, Northants) thay seem to grit the evening before a possible frost, revelation for road safety, not for Italien Metal. They also seem to grit most roads, what an idea...
