rover 200 Diesel starting prob

hello all.
I wondered if anyone has had a similar problem.
I have just recomissioned my old 200 series Diesel. After changing fuel filter and air filter when cranking the car to start it the starter circuit has just seemed to have died.
The car electrics all function on position 1 and 2 as per normal but on switching to pos 3 (cranking) all the electrical dash lights etc just die.
the car bump starts fine so I am assuming it is the starting circuit only.
Fuel pump is energised and ticks away merrily, I cannot hear the solenoid clicking over though. I am assuming that the Multi function relay is at fault but wondered If I am missing a fuse link somewhere feeding the relay on pos 3.
I have had a look at the fuses and all seem OK.
possibly it is the relay unit but does anyone know for certain from my description of the problem.
The car has been standing for a long while so Dampness etc may have gotten into the contacts and shorted the relay?

I would think battery earth and or engine earth, remove them and check for corrosion + clean them including the small one on the slam panel.
Also if not that, check battery positive connector.
