Cable is stretched or broken seems the most likely issue. No idea how you access with a broken cable but if stretched you may be able to get to the pull bit under the dash and pull the cable a bit further than the lever normally allows with pliers or some such, get your head under there!
Bonnet is still stuck, but I have made progress. The easiest way seems to be to take the grille out (which involves destroying a pair of plastic screws that hold it in), which gives (very limited!) access to the bolts that hold the spring loaded plunger onto the bonnet. Around 1/16 of a turn each time using a ring spanner, it's going to take a while. But I'm making progress and hope to see the engine again shortly.

It's a common issue, there's a splitter from one cable into 2 and the joining block is mostly assembled the wrong way round so that the nipples pop out of the block. Google will give the solution of re-building it the right way round and cable tying it down.
