Non heating heater

I have a problem with both my heater and air-con. Whilst both units switch on and blow air, the heater doesn't heat and air con doesn't cool. Due to a powersurge a whole load of fuses blew recently and I am wondering if there is some sort of heater matrix fuse that is not located in the main fusebox which has blown? Any of you techincal guru's have an idea? Secondly, do the two radiator cooling fans switch on at different tempratures and if so what is the difference between the two?

i have had problems with the heater flap sticking or the motor drive shearing, yes the fans come on at different temps havent got figures to hand though p.s the motor and flap are located under the matrix boxes not a very nice job
