sticky accelerator

My tusc has just had new plugs and cables, and tune.
Since then when changing up, especially 3rd when the clutch is depressessed it sound like a wailing cat and seems to rev high even with foot off go pedel.
Can this be a simple adjustment behind pedel plate?

any help - Simon - no tent elastic please..
